VIII. STAFF MANAGEMENT
Staff Roles & Responsibilities during HICS Activations
During EOP and/or HICS activation, all employees are considered essential to the operation of the Center.  Employees must report to their immediate supervisor for information and possible assignment to a function.  When necessary the Incident Commander will director the Labor Pool Unit leader to establish a personnel pool to staff or augment essential functions. Employees at the Center and in offsite, Regional, or business sites may be required to report to the personnel pool.  In those situations, employees may be assigned responsibilities commiserate with their abilities but outside their normal job responsibilities.  Other staff, who will be asked to perform alternate tasks have been previously cross-trained for them, or will receive just-in-time briefing at the time of the activity.

Staff Identification Requirements
All Hospital employees are required to wear their identification badges at all times. If the Institutional Lockdown Procedure is implemented employees who report to the Center for disaster response and are not wearing their ID badges may be issued a temporary badge by Security once their identities and role in the response effort has been verified.

Employees who are assigned key roles in the HICS structure are issued identification vests, designed to clearly identify their role in the response effort.

Individuals entering the facility need to have a visible MSKCC identification badge visible in order to enter. Staff or civil authorities without ID's must be positively identified MSKCC Security Department to receive a temporary badge or other approved alternate.

Management of Staff Support Activities
During activations of the EOP, various modifications and accommodations are made for hospital staff to assist them in coming to the Center to provide needed services.  The following accommodations are authorized:

1. If difficult or impossible because of weather conditions, or a transportation disruption,  the Center may implement a transportation plan with appropriate vehicles to assist staff to and from the Center (see Appendix C-12)

2. Where necessary because of conditions, the Center will accommodate staff that need to sleep, eat, and/or other services in order to be at the Center to conduct clinical operations.

3. The Planning Chief with the Staff Support Unit Leader will manage staff needs during the emergency.  The Logistics Chief is authorized to modify the normal use of hospital space, work with local hotels and motels to provide accommodations for staff.  Meal service for staff is authorized where approved by the Logistics Chief and implemented by the Nutritional Services Unit Leader.

4. Communication to staff family members will also be arranged through the Staff Support Unit Leader and the Dependent Care Unit Leader.

Management of Staff Dependent Activities
During emergencies, various accommodations may be made for staff's families to assist staff availability for providing their services may be available at the direction of the Incident Commander. These include:

A. Family accommodations will be made available in those unusual situations where entire families must come to enable staff to be present for emergency services coverage.  These will normally be arranged prior to families arriving at the Center.

B. The staff that needs accommodation(s) for their dependent(s), such as a child or adult, will give this information to their recall caller.  The caller will then notify the Staff Support Unit Leader and the Dependent Care Unit Leader that accommodations will need to be established.

ID badge/name tag
Prescriptions
Change of clothes (for everyone)
Toiletries
Cash (in the event ATM machines are not operable)
Snacks
