XII. PERFORMANCE, EDUCATION, EXERCISE & REVIEW Performance standards have been developed to evaluate Emergency Management Program effectiveness. They include: Emergency exercises to evaluate the Center's level of preparedness. After action review and written report of the exercise or actual response. If indicated, a process Improvement plan is developed and monitored for completion Annual written review of the EOP and Emergency Management Program. Assessment of staff preparedness competencies for their respective roles and responsibilities. Overall compliance with TJC Standards and regulatory standards for Emergency Management. Staff Education Emergency preparedness training is provided for new employees and yearly updates are required for all staff members including licensed practitioners. The education plan ensures MSKCC staff is aware of, and prepared to address potential hazards Training topics include: Emergency incident recognition , reporting actions, personal safety Emergency notification and communication Hospital Incident Command System (HICS) Specific roles and responsibilities during emergencies Potential reassignment for emergency response efforts HICS Team Education The Center and Offsite/Regional HICS Teams participate in training and exercises and performance evaluations; these events are considered learning opportunities during which important emergency management procedures may be reinforced and/or revised. EOP Maintenance, Exercise, and Evaluation The fundamentals, scope, objectives, processes, and effectiveness of MSKCC's EOP are formally reviewed and updated based on: Hazard Vulnerability Analysis. Opportunities for improvement identified during drills or actual events. Changes in regulatory requirements. Changes in local, regional and state emergency planning objectives. Emergency Management Program Maintenance The following chart summarized the maintenance and review schedule of the Emergency Management Program. Activity Hazard Vulnerability Analysis Review Tasks Review current HVA for accuracy Monitor events/risks and update HVA accordingly Incorporate changes into EOP including the development or modification of appendixes, policies and attachments Review entire plan for accuracy Frequency Annually by September 1, or as needed Activity Emergency Operations Plan Update & Committee Review Tasks Incorporate lessons learned and changes in policy and philosophy Manage distribution of plan updates Update information on members of the Incident Command Team Frequency Annually by September 1 Activity Update roster of Incident Command Team (HICS) Tasks Verify/Update contact information Update as members of the Incident Command Team change Frequency As needed Activity Maintain emergency supplies and site storage readiness Tasks Verify access codes and systems Inventory and cycle supplies and equipment, including water. Frequency Quarterly Activity Review and update supporting Memoranda of Understanding/ Agreements Tasks Review current and new needs Incorporate changes, if required Obtain signature renewing agreement or confirming validity Frequency Annually |
