I. INTRODUCTION
Scope
The Emergency Operations Plan (EOP or “plan”) provides an organized process to initiate, manage, and recover from a variety of emergencies, both external and internal, which could affect the Center's clinical, and research missions as well as  the surrounding community.  The MSKCC EOP reflects a comprehensive all hazards approach to preparedness, mitigation, response and recovery.

Response policies in the EOP include procedures for minor incidents that can temporarily affect demand for services, and major emergencies that that can adversely affect patient safety and cause disruption of clinical and business activities for an extended length of time.  This EOP is in accordance with The Joint Commission requirements and addresses the six critical areas of incident management including communications, resources and assets, safety and security, staffing, utilities, and clinical activities.

Objectives
The EOP is organized to provide a clear and concise guide for emergency action to:

Define the parameters to implement the EOP and notify hospital staff.

Establish roles and responsibilities of staff and departments.

Demonstrate the organization of HICS Operational Centers.

Demonstrate procurement and of emergency supplies and equipment.

Identify primary and alternative emergency communication systems.

Establish public and patient information processes for crisis communication.

Define policies for admission, transfer and rapid discharge of patients.

Establish a process to manage hospital evacuation.

Establish a process to manage surge and alternate care processes.

Establish a process to notify government authorities and mutual aid partners.

Identify and utilize appropriate community resources.

Program Structure and Management
The Emergency Management Program is administered by a multidisciplinary Emergency Management Committee (EMC) that reports to the Executive Safety Committee.

The EMC meets bi-monthly with additional meetings as necessary.  The EMC develops and implements plans, monitors and evaluates incidents and exercises, and revises the EOP as needed.   The EMC also evaluates the effectiveness of the planning process, including; staff training and support, access to resources, utilization of space, and potential impact of events on patient care.

The MSKCC Director of Emergency Management and the Emergency Planning Associate are responsible for facilitating program activities as instructed by the EMC.  The Director monitors program compliance and also represents the Center for all local, regional, and state integrated planning activities.

Leadership Engagement
MSKCC leadership, including the medical staff, is committed to providing the resources necessary to ensure timely and appropriate response in emergency events. Leadership provides oversight in EOP development and maintenance. 

Planned and unplanned implementations of the EOP, evaluations, and proposed improvements are reported to the President and to the Boards of Managers and Overseers who have the opportunity to review and make recommendations.
